    • Regulatory Information

    All GPC sites that receive security regulated shipping, operate under the Maritime Transport and Offshore Facilities Security Act 2003 and Maritime Transport Offshore Facilities Security Regulations 2003. GPC as a port operator, and port facility operator, meets its regulatory obligations through the submission of Maritime Security Plans to the Commonwealth Regulator, the Department of Home Affairs. 

    Gladstone Ports Corporation operates at Level 1 security unless otherwise notified by the Secretary of the Office of Transport Security.

    The levels of maritime security are:

    • Level 1 — normal operational working level, when standard security measures are required to be in place.
    • Level 2 — general elevated threat where additional security measures will be required.
    • Level 3 — highest threat level, where a terrorist attack may be imminent, state and federal security forces will be deployed.

    Relevant Maritime industry participants will be notified of any change to the Security Level. 

    Maritime Security Zones (Commonwealth)

    The following Maritime Security Zones are in use in the Ports of Gladstone, Rockhampton and Bundaberg under Commonwealth legislation. 

    • Landside Restricted Zones are security restricted zones established on GPC berths and wharf infrastructure (landside). They are established to provide an additional layer of secuirty to protect shipping from interference.

      Zones will be in force at all maritime security levels and signage is placed on fencing and barriers at the entrance to the zone. 

      To enter these areas unsupervised, a person must have authorisation by GPC and display a current Maritime Security Identification Card (MSIC). Entry to all other landside areas of a facility will require authorisation and a current GPC ID card. 

    • Waterside Restricted Zones are security restricted zones established on water surrounding a wharf and security regulated vessels.

      The zone will be in force for Passenger Ships only at Security Level 1 at the Port of Gladstone and Port of Bundaberg and all shipping at Security Level 2 and 3. Broadcasts will be made on maritime transport channels when zones are active. 

      To enter these areas, a person must have authorisation by GPC and display a current Maritime Security Identification Card (MSIC). 

      Unless advised otherwise, persons should assume that a zone is active when accessing a wharf on land or water. For further information, contact the GPC Security Department on (07) 4976 1350. 

      Unauthorised entry into maritime security zones is an offence under the Maritime Transport and Offshore Facilities Security Regulations 2003. Penalty is five penalty units. 

    Other Security Restricted Zones and Port Notices (State)

    GPC establishes a security restricted zone on water, around wharf infrastructure, under State legislation via a Port Notice. These zones are in place at the Port of Gladstone and the Port of Rockhampton and are operational at all times of the day and night. Unauthorised entry into these zones is an offence under State legislation. See Port Notice and Rules for detailed maps. 

    In addition to the restricted zones mentioned above, there are three additional waterside Safety Exclusion Zones in place whenever a Liquid Natural Gas (LNG) vessel is berthed at the LNG Operational Wharf’s on Curtis Island. Persons and vessels cannot enter, stop or anchor within the zone unless authorised by Gladstone Ports Corporation. 

    • For Australian Pacific LNG (APLNG) and Queensland Curtis LNG (QCLNG), the zone extends 220 metres from the loading manifold on the wharf.
    • For Gladstone LNG (GLNG) the Waterside Restricted Zone extends 180 metres from the loading manifold on the wharf. 

    Unauthorised entry into these Restricted Zones is an offence under the Transport Infrastructure Act 1994. See Port Notice and Rules for detailed maps. 

    Communication between GPC and Ship Security Officers

    In the interest of ensuring the highest level of security for security regulated shipping entering GPC’s Ports, GPC will provide all reasonable assistance to Agents and Ship Security Officers. 

    GPC will work with the Agent and the Ship Security Officer to ensure compliance with the ISPS Code and the Maritime Transport and Offshore Facilities Security Act and Regulations. 

    Agents and Ship Security Officers who require the assistance of the port, can contact GPC Port Security on (07) 4976 1213 (24 hours a day, seven days a week) or request communication through VTS on Marine Radio VHF Channel 13. 

    CCTV Camera Surveillance 

    Our security cameras operate to ensure public safety, for the investigation and prosecution of criminal offences, and for the investigation of safety, environmental or security incidents. CCTV footage and audio recordings will only be accessed by authorised persons. In the event of an incident, recordings may be provided to the Queensland Police Service and other state and Federal Government departments for law enforcement purposes.     Photographs or Filming at GPC’s Ports 

    The Ports of Gladstone, Rockhampton and Bundaberg are security regulated ports and taking photographs or footage via land or air in restricted port areas is not permitted without approval of the GPC Government and Corporate Relations Manager.
