Northern Land Expansion Project

Developing GPC’s Fisherman’s Landing locality at the Priority Port of Gladstone is a vital step in facilitating new jobs, securing future trade and investment opportunities, and growing emerging technologies. The marine and land interface at this locality offers trade connections via wharf, logistics, transport and materials corridors.

GPC’s Northern Land Expansion Project (NLEP) is a planned 2.8km long reclamation bund wall at Fisherman’s Landing that will support the Port’s long-term dredging requirements through responsible land reclamation. Construction of the NLEP bund wall will start in August 2025.

GPC’s delivery of NLEP is backed by careful planning, stringent Queensland and Federal Government approvals, ISO-accredited environmental management systems and monitoring practices.

In development since 2013, NLEP is part of the total reclamation area approved under GPC’s Port of Gatcombe and Golding Cutting Channel Duplication Project (GGCCDP). In 2020, GGCCDP received Federal Commonwealth and Queensland Government Environmental Impact Statement (EIS) approvals. Final project plans were approved in 2025.

Key Features

The NLEP reclamation area can:

  • provide long-term placement of dredged material, helping channels to meet future width and depth requirements for larger vessels
  • create strategically-located usable land for future industrial growth and jobs
  • enable heavy industry and fuel storage to be safely stored away from the Gladstone CBD
  • facilitate the unloading of large, bulky (oversize overmass/OSOM) cargo (e.g. 85m-100m wind turbine blades and towers).

Fisheries Adjustment Program

Subject to eligibility requirements, Primary Commercial Fishing Licence holders potentially affected by the construction of the NLEP bund wall can apply for financial adjustment payments through the NLEP Fisheries Adjustment Program.

Environmental Impact Statement

The bund wall construction is subject to the Queensland Coordinator-General’s approval conditions, as part of the GGCCDP EIS. The EIS process allowed potential GGCCDP environmental, social and economic impacts, both direct and indirect, to be examined and addressed.

The construction of the NLEP bund wall itself is a much smaller project than the GGCCDP in both work scope and social impact – so the scale of potential impact is reduced.

Environmental Monitoring

A comprehensive suite of environmental monitoring programs will be implemented throughout the project’s duration.

Among the most significant are:

  • water quality
  • seagrass
  • macroalgae
  • mangroves
  • watermouse habitat
  • Eastern Curlew
  • fine sediment.
